Council approves consent calendar including contract amendments, vehicle purchases and salary schedule updates

The Santa Rosa City Council unanimously approved most consent calendar items Tuesday, including contract amendments, equipment purchases and updates to the classification and compensation plan.

Items approved included delegation of authority to the Design Review and Preservation Board; purchase orders for six BMW motorcycles and one compact street sweeper; a second amendment to a professional services agreement with Jarvis Fay LLP for specialized legal services; amendments for background check services with PENA Investigations; and a resolution to amend the city salary plan and classification changes tied to the adopted FY 2025–26 budget. The council also approved a professional services agreement with Raftelis Financial Consultants for an operational and staffing assessment.

One item — professional services agreement for construction management and inspection services for the Route 101 bicycle and pedestrian overcrossing (item 13.3) — was continued to a date uncertain so staff can reissue the solicitation under updated federal requirements. The motion to approve the remaining consent items (13.1–13.9 excluding 13.3) passed by roll call with seven affirmative votes.

Human Resources Director Dominique Blanqui explained that the salary plan and classification adjustments (item 13.7) were included on consent because they implement previously reached labor negotiation agreements.
