Board approves agenda edits, first readings and routine agreements; enters executive session

The Rapid City Area School District Board on Wednesday approved several routine and procedural items, removed two policies from the evening’s agenda for further committee work, and moved into an executive session citing state statutes on personnel and negotiations.
Board President Troy Carr opened the meeting by asking that two policies (agenda items 11(c) and 11(d)) be pulled for further review by the policy committee and the board approved the revised agenda by voice vote. The board then approved first readings of policies identified as alpha, bravo and echo, approved proposed contractual agreements presented during the meeting, and adopted the consent agenda. Later in the meeting, board members voted to go into executive session under South Dakota Codified Laws 1-25-2.1 and 2.3.
The approvals were made by voice vote with no recorded dissent during the meeting. Board members who were recorded present earlier in the roll call and who participated in the voice votes were Troy Carr (president), Jamie Clapham, Katie Urban, Donna Moore, Angela Rafferty, Christine Stephenson, Marissa Balness and Alina Braun; two members (Walt Swan and Warren) were absent with notice.
The pulled policies will be sent to the policy committee for language revisions and returned to the board at a subsequent meeting for further consideration.
No ordinance numbers or resolution identifiers were associated with the items approved tonight; the motions were procedural and consisted of first-readings, contract approvals and the consent agenda.
