Consent agenda (Items F‑1 through F‑6): Council approved routine minutes and administrative items, including authorization for the city manager to execute agreements for utility easements related to retail development sites and excusing Council Member Vanya Hart’s absence for an earlier meeting. Motion made by Dale Treadway and seconded by John Hale; the motion carried.
Resolution 2025‑23 (Coryell Central Appraisal District nominations): Council nominated Fred Chavez and Inez Faison for the Coryell Central Appraisal District board of directors and approved Resolution 2025‑23. Motion by Jack Smith; second by Vanya Hart. The motion passed.
Resolution 2025‑25 (Lampasas Central Appraisal District nominations): City staff solicited nominations for up to five positions but no nominees were submitted by the council on Oct. 7 and no action to submit names was taken.
Board of Adjustment appointments (Place 3 and Place 5): Council appointed Elizabeth Gellick (Place 3) and Melanie Squires (Place 5) to the Board of Adjustment for terms expiring Sept. 19, 2027. Motion recorded and approved; two nominees filled two vacancies.
Professional services agreement — Kimley‑Horn (Item H‑5): Council approved a $259,500 agreement with Kimley‑Horn for water and roadway impact‑fee studies (roll call recorded as 5 yes, 1 no, one council member absent during the vote). Vanya Hart voted no; the motion passed.
Tax Increment Reinvestment Zone (TIRZ) feasibility study funding: Council authorized the city manager to jointly work with the Copperas Cove Economic Development Corporation and commit $67,500 from the city’s budget as its share of the feasibility study cost to evaluate creating a TIRZ. Motion by Sean Alzona; second by John Hale. Motion carried.
