Council holds first public hearing on Mashburn Drive expansion annexation; no action taken

The Copperas Cove City Council opened and closed the first of two public hearings on Oct. 7 to receive comments on an annexation request connected to the Mashburn Drive expansion project. The annexation request covers about 112.38 acres in the city’s extraterritorial jurisdiction and was submitted by the Copperas Cove Economic Development Corporation, James W. Clark and Wesley Atkinson.
Bobby Lewis, development services director, summarized prior council action: on June 3 the council authorized a development and annexation agreement related to the Mashburn Drive expansion project, and the city provided written notice to TxDOT regarding a portion of U.S. Highway 190 that would be involved. Lewis said this hearing is the first of two required by state law to receive public comment on the proposed annexation.
A resident, Melody Ann Squires, asked what uses were proposed; Lewis replied the plan under consideration includes retail on the corner, light industrial and heavy industrial zones, with future rezoning and platting reviews to follow if annexation is approved. No formal action or deliberation occurred; staff and council indicated a second public hearing would be scheduled at the next meeting.
Because this was a public‑comment hearing, council did not vote on the annexation at the Oct. 7 meeting.
