Resident asks council to revise carport rules; council agrees to review ordinance

A Copperas Cove resident asked city staff to allow driveway carports after recent hail damage; a council member requested the city consider amending the carport ordinance for future consideration.
During the Oct. 7 citizens forum, resident Dennis Huddleston told the council he sustained more than $11,000 in hail damage to his vehicle and asked the city to allow driveway carports so residents can protect cars from weather and sun.
Huddleston described conversations with a local handyman and the development services office; he said the building department told him carports are not allowed except under restrictive conditions (attachment to the dwelling, maximum 10 feet in length) and that a variance application could cost up to $300 and might be retained if the variance were denied. He asked the council to consider allowing professionally constructed carports or approved kits rather than informal structures.
Later, under items for future agendas, a council member asked that staff review the carport ordinance and return with possible amendments. The mayor and other council members voiced support for placing the item on a future agenda so staff can research permitting, design standards and variance processes.
No ordinance change was adopted at the Oct. 7 meeting; the council’s direction was to have staff examine the rules and bring options back for council consideration.
