The Riviera Beach CRA Board voted 4–0 to approve a performance evaluation for the executive director and to amend his employment agreement (Resolution 2025‑22).
Christopher Smith, outside counsel, walked the board through two proposed contract changes included in the resolution. The first aligns the executive director's retirement/deferred compensation contribution with the city's senior management level at 33.24 percent. Smith said staff had considered a higher figure but reverted to parity with the city rate.
The second amendment authorizes a vehicle to support CRA duties. Counsel and staff clarified the vehicle is intended for CRA business within Palm Beach County, to be parked in Palm Beach County and used for agency business rather than as a personal take‑home vehicle.
Board members praised the director's work. The board approved the evaluation and the contract amendments by unanimous vote. Commissioners asked staff to track deferred‑comp calculations and the total compensation impact for future hires, noting deferred compensation can materially increase total compensation costs.
Next steps: staff will implement the contract amendment and reflect the changes in personnel accounting; the board asked staff to include deferred compensation calculations when presenting future personnel decisions.
