The Riviera Beach CRA Board voted to find the Perra Dela Burgess Design Studio proposal for 109 West 14th Street consistent with the CRA master plan.
Polly Daughtry of Perra Dela Burgess Design Studio presented the plan for a two‑story apartment building combining three vacant lots at 109–117 West 14th Street. She said the project would include eight affordable units (four two‑bedroom and four three‑bedroom units), 11 parking spaces — three more than required — private laundry in each unit and a covered arcade to enhance walkability.
Daughtry said the development meets zoning requirements and does not require variances. She described building materials, lighting and Crime Prevention Through Environmental Design (CPTED) measures, plus site drainage and utility connections to city water and sewer. The presentation emphasized that vacant lots would be replaced with affordable housing in the urban core.
The board voted 4–0 to approve the finding of consistency (Resolution 2025‑25); the project will next pursue city commission review and the remaining entitlement process.
Clarifying details: the applicant did not present rental price ranges at the meeting and said pricing and financing details would be determined later. Daughtry said the proposal had already been considered by the planning and zoning board and would next come before the city commission.
Next steps: applicant to continue entitlements and return with financing and pricing details at later hearings.
