Landmarks Commission denies alternate placement in 914 South Fitzy solar-panel application

The Green Bay Landmarks Commission on Oct. 15 denied an application seeking an alternate placement for rooftop solar panels at 914 South Fitzy, while noting the property owner has already installed panels under a prior certificate of appropriateness (COA).

Commission staff said the item had been held over from the July 16 meeting because the contractor’s proposal conflicted with guidance from inspection/code staff. “They were able to move forward with the placement that we had approved last summer,” staff member Jason said, and the commission therefore needed to take formal action on the new placement request. Jason said the commission was seeking a denial for that alternate placement and that staff would record the file as a withdrawn application for reporting purposes.

The denial follows two earlier reviews of the same project, which included one prior denial and one approval, according to staff. Commission members voted to deny the alternate placement; the denial was recorded as the outcome of this application. A commissioner questioned how the denial would be reflected in commission statistics and staff said the file would be noted as “withdrawn” in reporting to make clear that the approved placement had proceeded.

No additional enforcement action or follow-up inspection was reported during the meeting. The commission’s staff presentation noted the procedural reason for the denial: because the commission had to complete formal action on the pending application even though the owner had proceeded with the previously approved configuration.
