Copperas Cove City Council opened the first of two public hearings Oct. 7 required under state law to consider proposed annexation related to the Mashburn Drive expansion project. The proposal, submitted by the Copperas Cove Economic Development Corporation and property owners James W. Clark II and Wesley Atkinson, covers about 112.38 acres in the city's extraterritorial jurisdiction southwest of O.C. Smith Road and Mashburn Drive.
Bobby Lewis, development services director, summarized the prior steps: the council authorized a development and annexation agreement in June and the city provided notice to the Texas Department of Transportation in early June regarding a contiguous portion of U.S. Highway 190. The hearing was the first of two required public hearings under the Texas Local Government Code; council opened the hearing, received public comment and took no action at the meeting.
A resident, Melody Ann Squires, asked whether the proposed land uses would include housing; Lewis and staff replied the applicant is proposing retail along the corner with light- and heavy-industrial uses behind it and that a follow-up rezoning application will be filed if the annexation proceeds. No other speakers asked to comment during the hearing. Council closed the hearing; a second required public hearing will occur at a later meeting before any formal annexation vote is taken.
