City planning and zoning director Steve Scherer said the building has historically been used as a church but had “lapsed in occupancy of over a year.” He described the proposed occupant as the Redeemed Christian Church of God, which would use the building primarily for Sunday worship and Bible study, with hours listed in the application as Sundays from 8 a.m. to 3 p.m. and Wednesday Bible study from 6 p.m. to 8 p.m.
Scherer said the structure is about 4,300 square feet with a lot of roughly 5,100 square feet, contains worship and office space on two floors and that “no changes are proposed to the site.” He told the council the Planning Commission recommended approval with conditions that a landscaping plan and a screened refuse location be submitted.
Alderman Weigel asked staff whether the applicant intended any Saturday events such as weddings. Scherer replied that the application did not indicate Saturday uses and that the church had told staff it planned to adhere to the hours in its application. Weigel said the public has a right to know if additional days will be used.
Scherer also said notices were published and sent to property owners within 200 feet and that, to date, no objections had been received. After questions from council members, the council closed the public hearing; no final vote on the conditional-use permit was recorded in the transcript.
