Commissioners accept up to $3.2 million from college foundation for turf field project

Carroll County commissioners on Oct. 23 approved accepting up to $3.2 million from the Carroll Community College Foundation toward the college’s turf‑field project, the Dr. James Ball Athletic Complex.
Patty Davis, vice president of ministry services at Carroll Community College, asked the board to accept the foundation’s letter of commitment. County staff said the county had previously committed $2.4 million in 2023 and that the foundation funds will be used as secondary project funds after the county’s committed funds are applied.
A commissioner moved to accept funding from the Carroll Community College Foundation; another commissioner seconded and the board approved the acceptance by voice vote with no recorded opposition.
The motion allows the college and foundation to apply those funds to the turf field project and for county staff to record the acceptance in county financial records, with the county contribution to be used first per the college’s project plan. Commissioners did not discuss construction contractors, project schedule or change orders at the public meeting.
College officials said the foundation’s gift will support final construction and related costs; the college will coordinate next steps and project financing with county staff and foundation representatives.
