Commissioners proclaim 40 years of Carroll County Housing programs; agency reports growth in vouchers

The Carroll County Board of County Commissioners on Oct. 23 adopted a proclamation marking the 40th anniversary of Carroll County Housing and Community Development.

County speakers noted the program’s growth since 1985, when the agency initially was awarded 25 Housing Choice Vouchers. Danielle Yates, division manager for housing, told the board the program now administers 796 Housing Choice Vouchers, including categories that prioritize specific populations: HUD‑VASH vouchers for veterans (with case management), non‑elderly disabled vouchers, family unification program vouchers and mainstream vouchers.

Speakers emphasized partnerships with federal, state and local agencies and with nonprofit providers to support a continuum of care that includes rapid rehousing, permanent supportive housing and a family self‑sufficiency program that assists voucher holders in increasing earned income. Paul Moffitt and Danielle Yates and other housing staff were introduced to the board and recognized for their work; the division announced a rebrand to the Division of Housing and Community Connections and distributed contact magnets with the department phone number for public reference.

Commissioners thanked staff and noted the anniversary proclamation will be posted online along with photos from recent site visits and outreach events. Officials said the division remains focused on preventing homelessness and helping households achieve greater stability through available subsidy types and coordinated supportive services.
