Oakley council adopts updated sewer design standards; grease-trap and low-elevation pump specs to be added later

The Oakley City Council adopted Resolution 2025-O7 on Oct. 22 to update the city’s sewer installation design standards and specifications.

Amy (city staff) told the council the updated standards were prepared by Aqua Engineering with input from city staff and Aqua Environmental representatives. The standards are intended to give builders and developers clear requirements for materials, bedding and installation when connecting subdivisions or individual properties to the city sewer system and to align the city’s specifications with applicable state requirements.

Amy said two items remain to be developed and added to the standards at a later date: specifications for grease trap systems and for individual (bridle/household) sewer pumps used where a residence is below sewer elevation but still within mandatory connection proximity. She said those two items may be brought forward within the next six months for council consideration.

Council members asked general questions about timing and responsibility for the updates. Staff and council said the city follows state statute and that much of the work already aligns with state requirements. A council member moved to adopt Resolution 2025-O7; the motion was seconded and adopted by voice vote. The transcript records the vote as passed; no roll-call tally by name was recorded.

The adopted standards will be used to guide developers and homeowners on materials and installation methods required for future sewer connections. Staff said they will return with the grease-trap and individual pump specifications for council consideration when those draft specifications are complete.
