Dickinson County approves agreement with Union Pacific to rebuild Trail Road crossing

The Dickinson County Commission voted 2-0 on Oct. 23 to approve an agreement with Union Pacific Railroad to reconstruct the railroad crossing at Trail Road and 400 Avenue and add active warning devices as part of a second track project.
County administrator Marcus Rothschild summarized the agreement, saying, "Union Pacific is going to be ... adding an entire new second track so that they can pull additional cars out, and they're gonna add some active warning lights ... This will enhance really the motorist safety in that area and still preserve access, without requiring any new right of way acquisitions for the county." County staff and the county engineer reviewed the contract and returned recommendations that, according to Rothschild, the railroad accepted.
Commissioner Lynn moved to enter the agreement with Union Pacific; Commissioner Ron Roller seconded. The motion carried with both commissioners present voting aye. Commissioner Raulerson was absent but had conveyed prior support by message, according to county staff.
County staff said Martin Tannehill, the county engineer, had reviewed the technical aspects of the proposed crossing work; staff and the county attorney reviewed the contract language. No new property takings were reported in the contract, and staff said the agreement would preserve current access.
The commission did not list any additional conditions attached to the approval during the meeting. The county will implement the agreement according to the railroad's reconstruction schedule and the terms set out in the executed contract.
