The McLennan County Commissioners Court on Oct. 21 voted unanimously to adopt a multi-jurisdictional Hazard Mitigation Action Plan intended to guide county and partner mitigation efforts for the next five years.

Emergency management staff described the plan as a large, multi-jurisdictional effort that includes all cities in McLennan County, Baylor University and McLennan Community College. The plan, the presenter said, totals roughly 933 pages and will be updated on five‑year cycles.

Court members commended Emergency Management staff, the county team and partner firms for completing the effort. Commissioners noted that the plan is divided by hazard and jurisdiction: individual jurisdictions can print smaller sections applicable to their area — for example, a flood section for a specific municipality or campus. Staff offered to provide targeted printouts (jurisdiction-specific sections) and to support fire departments and first responders with tailored materials.

Emergency Management staff asked for the court’s support for adoption; a motion and second were recorded and the court approved the plan by unanimous voice vote.

The plan’s adoption is administrative and positions McLennan County and participating jurisdictions to apply for mitigation grants and to coordinate future hazard planning and response. Staff noted the plan serves as a foundation for mitigation activities and thanked collaborating agencies and the consulting firm H2O (named in the staff remarks) and county staff for their roles in preparing the document.

No additional budget appropriation for the plan’s adoption was recorded during the item; staff offered to provide jurisdiction-specific extracts to departments and first responders.
