College Place public events: Halloween activities and expanded WinterFest previewed

Staff outlined plans for a Halloween event (3–6 p.m. on Oct. 31 at the municipal campus) and an expanded WinterFest with a market, tree lighting, caroling and no fireworks.
City staff presented plans for two community events during the Oct. 15 Youth Advisory Commission meeting: a Halloween family event on Oct. 31 and an expanded WinterFest later in the season.
For Halloween 2025, staff said downtown businesses have filled event slots (about 27 businesses as of the briefing) and the municipal campus event will run from 3 to 6 p.m. Activities will include a “Monster Me’s” area in the fire department, family-friendly activities, games, a pumpkin-carving contest (family sign-ups) and food trucks. Staff said the event is free and open to all.
For WinterFest, staff said the city is expanding the market with more retail and higher-quality vendors, will include Santa for photos, hire a professional caroling group, hold a tree lighting with the mayor and include the usual parade. Staff noted that the city will not hold fireworks at WinterFest this year at the community’s request, citing concerns for pets and some veterans.
No formal action was taken; the presentation was informational and staff invited commissioners to participate and help promote the events.
