Board rescinds Penn Waste award, rejects bids and directs staff to reissue RFP for waste removal
Summary

Three separate but related motions (Agenda Items 7.10–7.12) were presented after counsel reviewed legal aspects of the procurement. Directors moved first to rescind the August award to Penn Waste and voted 9-0; the board then voted unanimously to reject all bids submitted under the prior RFP. Administration was then authorized to draft a new RFP and advertise it in accordance with procurement rules.
Administrators and counsel told the board the sequence preserves the district’s compliance with procurement law and clears the way for a new, fully vetted solicitation. No additional public detail about the legal matters was discussed in open session.
The board instructed administration to proceed with the new RFP and to return to the board with the timeline and a summary of any material changes in the solicitation.
