The Elkhart City Council on Oct. 6 approved routine meeting business by voice vote and advanced two rezoning ordinances to a second reading.
Council President Dawson called for approval of the minutes from Sept. 20 and Sept. 29, 2025; the motions were seconded and each item "carried" on a voice vote after council members answered "aye." The council similarly approved the Oct. 6 meeting agenda/approval item by voice vote.
The council then introduced two zoning-map amendments. Melody (clerical staff) read the title of proposed ordinance 25-O-36, described as "an ordinance amending the zoning map … to rezone vacant land located in the 600 block of Mishawaka Street, Elkhart, Indiana 46514 from M-1 Limited Manufacturing District to R-3.2 Family Dwelling District." The title of proposed ordinance 25-O-37 was also read: it would rezone vacant land on Vernon Avenue just east of Greenleaf Boulevard from R-1 One-Family Dwelling District to R-2 One-Family Dwelling District. In both cases the presiding officer said, "If there are no objections, I'll pass this on the second reading," and the items were moved forward without recorded objection.
Other routine business—acceptance of communications and a motion to adjourn—was also approved by voice vote.
Actions recorded in the meeting minutes show the council took no final local-action votes on the rezoning ordinances beyond advancing them to a second reading; no public hearing or substantive debate on the ordinances appears in the transcript.
