The Elkhart City Redevelopment Commission on Oct. 14 approved awarding the Woodland Crossing Phase 1 design-build contract to Ancon Construction Company Inc. for $3,314,000, appropriating the amount from the Consolidated South Elkhart Economic Development redevelopment area special fund.
Staff said the technical review committee scored proposals using the methodology prescribed in Indiana Code IC 5-37-5 and, after adjusting for price, recommended Ancon. During the meeting staff also read into the record that one proposal, from REO, was rejected outright by the committee for failing to provide adequate budget justification.
"The technical review committee scored the proposals that we received and used the methodology prescribed in IC Five-thirty-seven-five," a staff member said. "Getting the scores along with the adjusted price, we ended up selecting Ancon Construction as the proposal, and we would recommend that we award them the bid."
Commissioners approved the award by voice vote. Later in the meeting staff explicitly noted the REO proposal had been rejected due to lack of budget justification.
The contract award will fund initial work in Woodland Crossing Phase 1, and staff said asbestos abatement and other site-preparation work are being coordinated alongside the design-build contract.
