The Wausau Common Council Resources Committee on an unspecified date unanimously approved reclassifying a senior human resources generalist to assistant human resources director and accepted meeting minutes for Aug. 27 and Sept. 8, the committee chair said.
Committee members heard an update from HR staff about new overtime reporting and a broader administrative job‑analysis intended to reorganize about two dozen administrative positions into job families before future recruitment.
The HR presenter said the packet now includes an overtime chart added at a committee request and that the department is refining reporting with the finance director. "I did put, at the request of somebody on committee to put overtime information on here. And I think it's really important. I just threw a parade on there for you to see overall, where we're at for overtime," the HR presenter said.
The committee moved and approved the reclassification after discussion of cost and staffing. The HR presenter described the reclassification as budget neutral, saying there are savings in the department that will cover the change. "There is... budget savings in the department, so this is budget neutral," the presenter said; a finance staff member confirmed the change does not require additional action from finance.
Committee members asked about a future HR business partner position that HR intends to recruit if funding becomes available. The HR presenter described that future position as a liaison between HR and other departments: "It would be more specific to being a liaison between HR as a function and the different departments throughout the city. So ideally, you would have more than one, but we would start out with one who would be kind of your boots on the ground."
On administrative positions, the presenter said an initial job analysis is under way. "We have right now 24 different positions within the city embedded within many different departments that are considered admin," the presenter said, describing a plan to group the roles into admin 1–4 job families before benchmarking and recruiting.
Votes at a glance: The committee unanimously approved the Aug. 27 and Sept. 8 minutes (motion by Tierney, second by Martins) and unanimously approved the reclassification of a senior human resources generalist to assistant human resources director (motion by Martins, second by Henke).
The HR presenter said staff will continue updating the committee as job analyses and recruitment planning proceed. No further action was taken on the administrative job‑family proposal at this meeting; the presenter characterized that material as a discussion piece for future updates.
