Spokane Civil Service Commission adopts seven classification resolutions, creates 9-1-1 training manager and new grants classes

The Spokane Civil Service Commission on Oct. 21 approved seven classification resolutions that create a new 9-1-1 training and quality manager class, add two new grants positions and change a grants-and-contracts financial manager title to grants manager, convert a waste-to-energy plant manager position to exempt status and delete the recreation aid classification.
The actions were presented as a single package of individual resolutions and approved in separate votes. Chair Stevens led the meeting; commissioners voted on each item. The commission also recorded a roll-call vote earlier in the meeting to approve last month’s minutes with four ayes and one abstention.
Commission staff said the new classifications respond to management requests and an internal classification study. The agenda identified the new job-class codes as SPN 275 (9-1-1 training and quality manager), SPN 72 (grant supervisor), SPN 73 (grants writer), and SPN 112 (title change to grants manager); SPN 585 (waste-to-energy plant manager) and SPN 670 (recreation aid) were slated for conversion/deletion, and the commission recommended adoption of classification resolutions 2025-10 through 2025-15.
Commissioners asked about education requirements for the grants series. Brian Sullivan, classification analyst, said the grants-writer role is an entry-level, technical writing position and that promotional lines (for example senior grants analyst or senior accountant) already require a four-year degree. “Both of those classifications already require a four-year degree or equivalent,” Sullivan said, adding that promotion into higher classifications presumes the degree requirement has already been met.
On the conversion of the waste-to-energy plant manager position, staff noted the city charter allows two exempt employees per department and reported that the solid waste disposal department currently has one exempt position on record; staff concluded the conversion did not appear to violate the charter.

The commission did not provide detailed vote tallies for each individual classification vote in the transcript beyond the approval language “all in favor”; the only specific tally reported earlier was the minutes approval (4 ayes, 1 abstention). Implementation and any changes to job postings will be handled by city management and human resources, per staff comments. The commission's staff said they would return with follow-up information as needed.
