Sidewalk pilot moves from field scans to data analysis; vendor backlog delays full results until December

City staff updated the PIES Committee on the sidewalk replacement pilot and sidewalk-condition data collection on Oct. 20, saying field scanning is nearly complete but vendor processing delays have slowed delivery of usable data.
"We scan and collect the data...we've scanned 850 miles of sidewalk in the field. It's only been 150 miles processed to date," a staff presenter said. The project uses a vendor product (identified in the presentation as DeepWalk / DeepBlock) that processes lidar collected with mobile devices to produce measurements that include cross slope, running slope, clear width, surface condition and uplift caused by tree roots.
Staff said they hired three GIS interns to do field walking and scanning this summer and fall and that the vendor is doing back-end post-processing before delivering the data. The vendor estimated full delivery of the scanned 850 miles by December. Staff emphasized that the city will own the underlying data and will not be dependent on the vendor for future access.
The pilot includes an ADA ramp inventory and staff noted annual ramp work performed through the arterial and local street maintenance programs (roughly 75'85 ramps per year on arterials and 50'70 ramps on local streets, plus ramps built through capital projects such as Safe Routes to School). Staff said the pilot's next steps are to receive the full dataset, quantify total infill and repair needs and present cost estimates and program design options in winter and spring, leading to a study session with council about potential funding and program design.
