Council schedules revenue hearing Oct. 27 and flags property-tax levy ordinance for Nov. 3

City Finance staff notified council that the first of three public budget hearings — a revenue hearing on possible revenue sources for the 2026 budget — is scheduled for Monday, Oct. 27. Staff said the revenue hearing will include presentations on property taxes, sales and use tax, and utility taxes followed by public comment.
Staff also described ordinance C36772, the annual ordinance required to levy ad valorem property taxes. Under the city charter the property-tax ordinance receives only a final reading; council will vote on that ordinance on Nov. 3.
During the agenda review Councilmember Bingle raised a revenue question unrelated to the ordinance text: he said staff told him the administration took a 9% administrative fee on an $8 million grant and that the city could have taken 15%, representing a potential difference of about $500,000. Staff responded that indirects and grants are evaluated case by case and do not always flow to the general fund; staff agreed to consider the point as a possible revenue source in future budget discussions.
Staff reminded council that additional budget hearings are scheduled and encouraged public participation; several procedural motions later in the meeting also set deadlines and rules for how late amendments to the budget will be handled for final adoption.
