County discusses trail phase local match, consultant contract change and several sewer contracts

County engineering and facilities staff briefed commissioners on several public-works items: final legislation for Phase 4 of a trail project that uses a mix of Clean Ohio Trail Fund, state capital appropriations and federal funds; a modification to a right-of-way services contract; and multiple sewer-related contracts and change orders.
Zachary described Phase 4 as a locally funded match package composed of multiple grant sources. He said the local match will be covered from specified grant sources and that the project is expected to be “0 cost to the general fund.” Zachary and county staff said some state appropriations were reduced because the Ohio Department of Natural Resources now deducts 3% from state appropriations as an administrative fee, meaning expected state payouts were slightly lower than anticipated.
Staff also presented modification No. 3 to a right-of-way services contract with MS Consultants, increasing the contract by $9,683 from $127,003.21 to $137,004 (figures as stated by staff) to be funded in part by local I-90.3 funds and federal funds.
On sewer projects, the Stateline Road Sewer Project was awarded to C Tech Builders; staff corrected an earlier resolution to show a $28,900 charge will come from the ARP slab fund. A notice to proceed was issued to Express Underground for the Smith Road Sewer project after contract documents were executed. For a house-connection add-on in HP Lake Village, staff reported two quotes: MJD Contracting’s low quote of $10,003.75 and Express Underground’s higher quote of $15,006.08; staff requested a change order to add the house connection using the lower quote.
Ending: Staff said they will return with the finalized contract documents and award recommendations after bid openings and execution; commissioners tabled or delayed any final action on incomplete punch-list items for a facilities project until the items are completed and re-inspected.
