Trumbull County commissioners authorized interim, partial appropriations to keep departments operating while the board completes its formal budget review and set a follow‑up session for Sept. 30 at 1 p.m. to revisit outstanding requests.
The county auditor presented updated figures for cash on hand and reserves, noting the general fund had a current unbudgeted cash balance of about $1.14 million and reserves of roughly $14.25 million. The auditor cautioned that reserves had declined since the start of the year but that year‑to‑date sales tax and other receipts had offset part of those withdrawals.
Commissioners and department leaders discussed which services were most time‑sensitive. After a round of discussion, commissioners agreed to provisional, partial funding to keep departments operational and to avoid immediate layoffs. Commissioners said they would revisit appropriations on Sept. 30 and asked departments to provide line‑level justifications at least two weeks before that review.
Why it matters: Several county offices flagged payroll or operational shortfalls. Commissioners and the auditor described the interim funding as a measure to prevent service disruptions while the board develops a final budget plan for the remainder of the year.
What was agreed: The board scheduled a budget review meeting for Sept. 30 at 1 p.m. and asked departments to supply detailed backup for any funding requests in advance. Commissioners discussed, and on the floor agreed to, interim amounts discussed in the meeting to keep operations running; staff were directed to bring back updated line‑level reports before the September review.
Ending: Commissioners said they would re‑examine the county's financial position at the late‑September review and expect departments to provide detailed justifications and any necessary supporting documents ahead of that date.
