City planning staff told the commission the request is effectively a change of ownership for an existing operation formerly run by Compassionate Care of Arizona Inc. Staff recommended approval with the same conditions the previous operator had, and commissioners voted to approve the CUP subject to those conditions. Director Tragaskis noted there is a seven-day appeal period; if no appeal is filed with the city clerk the permit will become effective.
