Summary

Trumbull County Job and Family Services (JFS) reported two transportation contracts slated for the upcoming fiscal year and said both contracts were awarded to All American USA Taxi, the single bidder on both solicitations.
Chelsea Costello, a JFS official, told commissioners the first contract is for non-emergency medical transportation running from Oct. 1, 2025, through Sept. 30, 2026, with a contract amount of $1,250,000. The second is for pregnancy-related transportation services (PRTS) for the same contract period and carries a value of $10,000.
County prosecutor Bill Danso noted the contracts are routine annual contracts and that both transportation programs are subject to state and federal audits: the NET (non-emergency transportation) program is audited by state Medicaid auditors and the pregnancy-related program is audited federally, the prosecutor said. Commissioners asked whether the contracts were competitively solicited; Costello said All American was the only bidder on both packages.
The transcript does not record a formal vote on the contracts in the excerpt provided. County staff said the contracts have been reviewed previously and follow the same formats and audit requirements that govern the programs.
