Commissioners pause senior-care contract awards pending review after concerns over one vendor’s qualifications

Commissioners were told Sept. 16 that the county’s senior-services advisory committee recommended awards from a senior levy-funded RFP, but several local home-care providers told the board that one chosen vendor, ClearChoice (branded as ClearChoice Maid Service in the discussion), appears to be a residential cleaning business rather than a licensed home-care agency.

Speakers from licensed local providers said the RFP requires agencies to provide personal care and home-maker services with nurse supervision and state licensing. They told the board they do not see evidence ClearChoice meets those requirements and that giving work to a firm without appropriate clinical supervision could risk client safety and defeat the RFP’s purpose to reduce waitlists for personal care.

Dave Birkin (spoke in support of licensed providers) and Gina McLaughlin (Care Builders) told commissioners that licensed home-health agencies have nurses on staff to supervise aides, to respond to changes in client condition, and to manage plans of care; they said cleaning-only firms do not provide that clinical oversight. Commissioners expressed concern and asked county senior services director Diane (last name not provided in record) to provide documentation showing the committee’s evaluation and the vendor qualifications.

The board instructed staff to obtain the procurement documents, provider licensure and supervision evidence, and to hold off on executing the pending contracts until the county can confirm whether awardees meet the RFP…
