John Gargano of Trumbull County Department of Job and Family Services asked commissioners to approve termination of employee Stacy Cooper after she failed to return from an approved leave and did not respond to repeated communications.
Gargano told the board Cooper was scheduled to return July 14 but did not show up or call and that repeated attempts to reach her were unsuccessful. The department followed its personnel policy regarding no-call/no-show for three or more consecutive workdays, which may warrant immediate termination unless the employee provides a sufficient justification.
Gargano said the agency sent certified mail, which was signed for, and that Cooper subsequently left her ID badge in a mail slot at the JFS office. The director said the agency attempted additional contacts, including text messages, but received no substantive response that would reverse the termination action.
Why it matters: The termination affects departmental staffing and payroll; commissioners discussed whether a welfare check would be appropriate but flagged potential liability and privacy concerns if the county routinely sent law-enforcement officers to check employees’ homes.
What the board did: Commissioners discussed next steps, including the option of executive session for personnel matters and whether to request a welfare check. The board did not publicly discuss personnel details but indicated the termination would stand absent a qualifying justification submitted by the employee.
Ending: The department will proceed with separation actions per policy; commissioners and the director agreed to coordinate with HR and to consider private follow-up if additional information about the employee’s welfare becomes available.
