Glynn County Schools reports progress on school construction; board asked to approve site-development and construction-management contracts

At a Glynn County Board of Education work session, staff reported construction progress on multiple school projects and asked the board to approve two contracts for the Glendale Elementary replacement.

School facilities staff said the College of Coastal Georgia Performing Arts Center is advancing: exterior waterproofing and stucco are complete, coping is installed, lower-level windows are in place and most interior sheetrock and mechanical-electrical work is underway. Staff gave a projected completion date in January (with February as a secondary estimate if work slips).

Brunswick High School’s fieldhouse addition is also under active work. Staff reported ongoing steel installation, brickwork about 3–4 feet high around the facility and a plan to begin roof decking the following Monday. December remains the projected completion month for the fieldhouse addition.

The board office Wing 3 is complete and contractors are finishing punch-list items; furniture shipments were expected in mid-August, followed by abatement and demolition work on an adjacent area.

Staff also presented detailed materials for state capital-outlay applications for fiscal 2027 that were submitted for three sites: the GA Building (Glenn Academy), Goodyear Elementary School and Greer Elementary School. Staff described how the state calculation derives “eligible state funds” from instructional units, contingency and architect fees; the presentation listed per-building eligible amounts in the application packet (staff materials cited $1,963,104 for the GA Building, $908,051 for Goodyear and $1,104,226 for Greer). Staff said state funds will not be released until after July 1, 2026, and that the state sells bonds based on approved applications.

On the Glendale Elementary replacement, staff said the project is being executed in three phases (site clearing, site development and building construction) and remains in phase 1 site clearing. Staff asked the board to approve Ridge Enterprises for phase 2 site development in the amount of $3,880,116; bids had been advertised and opened on July 31, 2025, with proposals from Ridge Enterprises and Sea Island Land Development Company. Staff noted proposals were “relatively close” to estimates.

Staff also recommended R.H. Tyson Construction of Blackshear, Ga., be approved for construction-management services for the Glendale replacement in the amount of $2,475,000; the RFQ for construction management was advertised on the Glynn County Schools website and the Georgia Procurement Registry. Staff said R.H. Tyson currently is engaged on the board-office renovation and the BHS fieldhouse addition and that the company scored highest on local participation in the evaluation.

Board members asked procedural and scope questions (for example, whether the construction manager will coordinate with the architect and whether approvals at the state level are final once granted). Staff responded that state approval and subsequent district sign-off trigger release of funds after the July 2026 date and that the recommended firms will work with the architect and district staff on paperwork and drawdowns.

No final board votes on the capital-outlay contracts or the FY2027 state applications were recorded in the work-session portion of the transcript; staff presented the requests and asked the board to approve them at a later action meeting.
