At its meeting the Sweetwater City Council took a series of procedural and administrative actions, approved the municipal development district (MDD) fiscal-year budget, opened a public hearing on the proposed tax rate and tabled a zoning public hearing.
Public comment: A member of the Kiwanis Club identified in the audio as Steve, the club president, asked for direction so the Kiwanis could clean and maintain the veterans' cemetery's newer section. The mayor told him to meet with city staff after the meeting for guidance; no formal council action was taken on that request.
Minutes: The council approved the minutes of its Aug. 12 meeting on a motion, second and voice vote.
Tax rate public hearing: Council opened a public hearing on the proposed maintenance & operations (M&O) rate of 0.448972 and interest & sinking (I&S) rate of 0.064641 for a total proposed tax rate of 0.516313 per $100 valuation. The council stated the rate would raise maintenance-and-operations taxes by 5.36% compared with last year and estimated an increase of about $26.85 in M&O taxes on a $100,000 home. The council closed that agenda item by scheduling a final vote on the proposed rate for the next council meeting on Sept. 16.
Zoning update: The council tabled the planned public hearing and any action on a zoning and land-use ordinance update because the Planning and Zoning committee had tabled action; the item will be revisited at the Oct. 14 council meeting.
MDD fiscal year budget: The Sweetwater Enterprise for Economic Development presented its fiscal-year 2025โ26 budget and program of work. The presenter (identified in the audio as Becky) said the MDD's fund balance was projected to increase from $7.2 million to $8.2 million and highlighted allocations including facade grants, demolition, housing incentives, parks projects and industrial incentives. The council moved, seconded and approved the MDD budget on a voice vote.
Appointment: The council approved an appointment to the Nolan County Child Welfare Board for the city's position No. 1. The item introduction named the nominee as Jason Kim; the approving motion in the audio referred to "Jason Penn." The appointment motion passed on a voice vote; the audio transcript contains the inconsistency on the surname.
Adjournment: The meeting adjourned at approximately 9:30 a.m.
