Council approves cooperative agreement with WYDOT for West Main Street waterline work

The Riverton City Council on Sept. 2 approved a cooperative ability-to-render-services (ARS) agreement with the Wyoming Department of Transportation to coordinate the city’s West Main Street waterline replacement with WYDOT’s 2027 West Main rehabilitation project (WYDOT project N303064, agreement N303A01).
Public works staff said the agreement will allow the city to incorporate city waterline plans into WYDOT’s roadway rehabilitation project so both projects use the same traffic control and construction mobilization. WYDOT will administer on-site construction and the city will develop and supply plans, perform utility adjustments and conduct inspections for the waterline scope.
The city agreed to reimburse WYDOT an indirect cost allocation plan (ICAP) percentage for WYDOT’s administration of the joint work; staff noted WYDOT’s ICAP is currently 11%, applied only to portions of the project in WYDOT right-of-way. The council approved the agreement to allow the city to advance its SRF-funded waterline work in tandem with WYDOT’s paving and rehabilitation schedule.
Council approved the cooperative agreement by voice vote; staff said project bidding and construction are scheduled for WYDOT’s 2027 program year.
