Engineering and public-works staff asked council for increased funding to keep up with rising construction and material costs and to shift from reactive repairs to proactive maintenance.
Engineering explained several large line-item increases in its proposed budget: operating supplies, sign materials, stormwater, and traffic marking/ calming. For example, staff said sign-material costs rose from approximately $45,000 to a higher figure to accommodate purchasing radar speed signs for traffic studies and calming. The stormwater line-item increase is intended to pay for pre‑paving pipe replacement, lining or replacement of aging corrugated metal pipes and stormwater repairs; staff cited an example where lining six culverts was estimated at about $350,000.
Public-works staff outlined a planned $50,000 allocation for drainage-survey mapping to identify priority problem basins (named areas discussed included Pine Creek Basin, Eastwood and the Main/Scenic Hills corridor). Councilors discussed using a more deliberate five‑year paving and stormwater plan to coordinate pipe work ahead of repaving projects.
Councilors and staff also flagged dam and bridge maintenance as priorities, noting that deferred maintenance will be more expensive over time. Engineering proposed adding $30,000 for dam maintenance next year as a start of a longer-term plan to set aside funds for known structures that will require major work in the future.
Why it matters: rising construction costs and more frequent heavy storm events were cited as increasing both the cost and the urgency of stormwater and drainage work. Staff said proactive investments can reduce emergency repairs and likely lower lifetime costs for roadways and drainage infrastructure.
