Commission approves Lockpoint Village final plan with conditions including pickleball sound mitigation and added sidewalks

The Canal Winchester Planning and Zoning Commission on Aug. 11 approved the final development plan (FDP25-003) for Lockpoint Village, a proposed 120-unit multifamily development on the east side of Hill Road, contingent on two staff conditions and an additional commission recommendation to extend internal sidewalks.
Staff described the approved plan as substantially consistent with the preliminary plan approved by city council (ORD 25-011). The development is composed of duplex and four-unit buildings only (council removed six-plex buildings in earlier action) with a mix of two- and three-bedroom units, private streets, clubhouse amenities, a pool, dog park, and a pickleball court.
Why it matters: the project adds significant housing density and new amenities on a prominent Hill Road frontage. Commissioners and staff focused on pedestrian connectivity, unit and garage design details, screening for mechanical equipment, and noise mitigation for sports courts that face existing single-family homes.
Conditions and key changes: staff recommended two conditions for approval: (1) locate and detail a water-meter room on the site with final placement to be confirmed during civil engineering review; and (2) install an acoustic sound barrier and arborvitae plantings along the west side of the pickleball court to reduce noise impacts to existing nearby homes. The developer agreed to both conditions and to minor adjustments requested by staff.
Sidewalks and pedestrian access: commissioners pressed the applicant to improve pedestrian circulation. The commission asked that (a) an internal sidewalk loop serving Lots 17 through 36 be completed so residents can walk the development without repeatedly crossing internal drives, and (b) a sidewalk be extended from Lot 13 to Hill Road so the clubhouse, mail kiosk and amenities are connected to the public sidewalk. The applicant accepted the recommendation and the commission incorporated it into the approval.
Design and materials: the applicant said building elevations will use a neutral palette (Cape Cod Gray, Tuscan Clay, Coastal Sage), with stone bases and alternating masonry around garage doors. Garage doors across the site will include glass panels in the top section. Landscape plans call for 380 trees (to meet required tree-count calculations) and a wet detention basin in the southwest corner sized to serve the site. The applicant requested a minor text modification to allow an 8-foot vinyl-coated chain-link on the pickleball court (instead of aluminum); staff recommended the acoustic screening be applied on the west side facing the houses.
Other technical notes: utilities—water will be extended from a 12-inch main on Green Bay Boulevard (meter room details to be finalized in civil review); sanitary sewer will be public and extend through the site; the project includes private 26-foot streets and additional off-street parking beyond minimum commitments.
Vote and implementation: the commission approved FDP25-003 on a 6-0 roll-call vote. The commission recorded the approval with the two staff conditions and the sidewalk/pickleball mitigation recommendations as actions to be shown on final engineering and landscape submissions. The applicant agreed to finalize details at civil engineering review and to add the sound-mitigation measures and sidewalk extensions as conditions of the final plan.
Next steps: staff will review the civil engineering submission for meter-room placement and final landscape and photometric details before the city issues construction permits.
