Hackensack outlines Foschini Park field upgrades, paving and ADA sidewalk bids; residents press for Field 5 fixes

City staff reported Aug. 11 that work is expected to begin this week on immediate upgrades at Foschini Park for Fields 8, 9 and 10, subject to pending soil sampling. The project scope for those three fields includes artificial turf, under‑field drainage, batting and pitching tunnels, new fencing and bleachers, and sports lighting.
The presentation noted that pre‑construction and a notice to proceed have been completed, site clearing and erosion controls are in place, and parking lot improvements are finished save for a punch‑list. Staff also said extra sidewalk replacement is ongoing where a storm pipe required replacement.
Staff reported several paving projects out to bid with a bid opening on Aug. 20, including West Lookout, West Anderson, Coolidge, McKinley and Davis (Davis listed as an alternate). CDBG‑funded roads in the package include South Newman (Lodi to dead end), DeWolf and Union Street (Meyer to Essex listed as an alternate). An ADA sidewalk improvement project is also out to bid with an Aug. 20 opening; the base bid includes a concrete sidewalk around the park perimeter along Ross and Grand Avenue, an interior east‑west walkway between the ball field and playground, and shade trees. Alternate 1 would power‑wash playground equipment and install new engineered wood fiber; Alternate 2 would add an asphalt walkway along the park’s west side.
Residents used the public comment period to press staff about other fields. Anthony Totten told the council Field 5 at Foschini Park floods, lacks reliable lights and needs a new scoreboard and field house. City staff said Field 5 is covered by the park master plan but is not in the immediate contract scope; staff confirmed the current work is for Fields 8, 9 and 10 only but said future plans could address Field 5.
City staff asked residents to report streetlight outages via the city website and said links to PSE&G gas work and project updates are posted there. Staff also reiterated a general reminder to maintain sanitary sewer health and not to flush wipes.
