Board approves Chipotle site plan, allows reduced facade transparency and mobile pickup lane

The Village Board unanimously approved Ordinance 21-38 to rezone the parcel at 1971 U.S. Route 30 and to grant a special use and several variations for a Chipotle restaurant with a nontraditional drive-through pickup lane and outdoor dining.
Sonia from community development described the project as a subdivision of the Strickland Brothers site, placing Chipotle between the oil change facility and the Burger King. She said the drive-through is intended primarily for mobile order pickup and that the restaurant will include indoor dining and a northwest outdoor dining area.
Sonia told trustees the petitioner requested several variations: a reduction of front-facade transparency from the code-required 60% down to roughly 22% because interior kitchen and drive-through layout limit window area; a waiver of a bailout lane requirement because there is insufficient space to fit parking, building, drive-through and an extra lane; and reduced landscape-island requirements due to the planned outdoor dining area. The Planning & Zoning Commission held a public hearing on June 26 and recommended approval with conditions; the ordinance before the board incorporated those conditions.
Trustees asked operational questions. One trustee asked whether the fire department had raised concerns; staff said earlier there had been an issue and that it had been addressed. Trustees also discussed whether a trash receptacle would be required for the outdoor seating. The developer's representative, Daniel Abdo of Joseph Development, said he expected Chipotle to provide exterior trash but that interior build-out details are typically determined during permitting. Staff said the village does not currently require an outdoor trash receptacle in the building code and agreed to consider adding such a requirement to outdoor-dining standards.
After a motion and second, the board voted unanimously to adopt Ordinance 21-38. Trustee votes recorded in roll call were all "yes." Daniel Abdo spoke briefly for the developer after the vote.
The change to facade transparency and the site-specific drive-through configuration were core elements of the approvals. Staff and trustees said the planning commission included conditions intended to address circulation and operational concerns before final permits are issued.
