Kalispell council votes: renaming athletic complex, school parking, lead‑line procurement and other items

On the consent agenda the council approved minutes from the Aug. 11, 2025 meeting and voted to postpone the bid award for the 2025 lead service line replacements project until Sept. 15, 2025.
Renaming of youth athletic complex: The council adopted Resolution 62‑89 to rename the Kalispell Youth Athletic Complex the Dan Johns Kalispell Youth Athletic Complex, honoring longtime volunteer Dan Johns. The resolution passed by roll call after brief public comment in support; one speaker noted Mr. Johns was in poor health and watching the proceedings.
School short‑term parking: The council adopted Ordinance 19‑42 on amendment to Kalispell Municipal Code Chapter 17 (stopping, standing and parking) to permit administrative short‑term parking permits for K‑12 schools for loading/unloading and to remove certain prior parking restrictions in front of hedges. Staff said the definition covers public and private K‑12 schools and the change streamlines a permitting process discussed at a prior work session.
Lead service line procurement financing: The council approved a resolution (62‑92) permitting preliminary expenditures for a water systems project with the intention of reimbursing those costs from a future State Revolving Fund or tax‑exempt bond when funds become available.
Other actions: As noted in separate articles, the council approved first readings for the Silverbrook Village PUD amendment (Ordinance 19‑41) and adopted annexation and P‑1 zoning measures for Ashley Creek Park (Res. 62‑90; Ord. 19‑43 and 19‑44). The council also processed the North Meadows annexation and related zoning decisions; that item is reported separately due to extended public testimony and a split council vote.
Roll calls and procedural notes: Several items passed unanimously; some contested items produced split votes (North Meadows annexation saw two councilors vote no on the annexation vote before the final zoning amendment and CUP denial).
