Delaware City Schools’ Board of Education approved a package of contracts, purchases and budget measures during its Sept. 8 meeting, voting unanimously on motions ranging from bilingual special-education evaluations to the purchase of a 78-passenger bus.
The board voted to approve two transportation purchases, multiple contracts for contracted services and program evaluation, the district’s FY2026 final appropriations and a set of employee insurance renewals. All recorded roll-call votes on these items were recorded as yes by board members Miss McDaniel Browning, Mr. Weiner, Miss Harris, Mrs. Gassaway and Miss Fitzharris.
Items approved at the meeting included (motions summarized from agenda items):
- Approval of contract with Pieris Services to complete bilingual school evaluations for special education services for 2025–26. - Approval of an agreement with Amy Wood of Golden Touch Consulting LLC to provide grant program evaluation services for the 21st Century Community Learning Center program at Woodward Elementary, not to exceed $9,999 for the 2025–26 grant year. - A resolution to rescind prior board action and adopt updated special education model policies and procedures (exhibit G). - Purchase of a 78-passenger bus for $132,034 from Cardinal Bus Sales Inc., to be funded from the permanent improvement fund and procured through the 2025–26 Meta Bus bid. - Approval of the fiscal year 2026 final appropriation resolution and certificate of estimated resources. - Renewal of the district self-insured medical plan administration through UnitedHealthcare with stop-loss reinsurance through Symetra (effective 01/01/2026–12/31/2026). - Renewal of Delta Dental (12.08% premium increase) and approval of voluntary benefit providers (EyeMed vision, MetLife supplemental life and AD&D, Trustmark accident and universal life/long-term care, Allstate identity-theft protection) for the stated effective dates in 2026. - Approval authorizing transfer of educational equipment and supplies purchased with state auxiliary services funding for Saint Mary’s School to remain at Saint Mary’s and be removed from the district asset listing.
Several consent-agenda personnel and operational items were also approved without separate discussion, including resignations and hires, supplemental contracts, summer extended days for IEP services, stipend approvals, auditorium technician appointments and a donation for staff refreshments.
The board also approved routine meeting actions earlier in the meeting, including adoption of an updated agenda (which clarified that an auxiliary personnel allocation is pending receipt of federal title dollars rather than state auxiliary funds) and adding Miss Fitzharris to the roll call for the upcoming executive session.
No motions failed or were tabled during the meeting; the board scheduled no follow-up votes on the approved items beyond routine implementation steps recorded in agenda materials.
