The commission published a Truth in Taxation notice announcing a hearing Dec. 2 on a proposed maximum property tax increase of $12,675,000 (29.97%). Commissioners also approved several budget adjustments and later approved Board of Equalization register adjustments.
Davis County commissioners gave notice that a Truth in Taxation hearing will be held at 6 p.m. on Dec. 2, 2025, in the Davis County Administration Building to discuss intent to raise property taxes by up to $12,675,000, described in the notice as 29.97% above 2025 budgeted revenues.
Chair Loreen Kamalu clarified during the meeting that the 29.97% figure is the statutory maximum notice amount and "does not mean that's what it's going to be." The county posted a webpage with additional information and said it will hold multiple open houses to explain the proposed budget and proposed increases.
Commissioners also considered and approved budget adjustments and a set of operating changes presented by Controller Scott Park. Park described the adjustments as largely bookkeeping and programmatic changes, including adding debt service for a library remodel bond, about $152,000 in additional legal defender contract payments, and a $12,000,000 contribution restricted for the West Davis Corridor project. Park also noted a new grant of $14,700 for the health department and other minor accounting corrections.
The commission opened a public hearing on the budget adjustments, heard no public comment, and then closed the hearing and approved the resolution to adopt the adjustments.
Separately, the county’s Board of Equalization property tax register and adjustments were presented to the commission. The register included 64 appeals reducing value by about $9,500,000, 29 abatements of about $55,000, 14 corrections totaling about $24,000, and assessor corrections totaling approximately $3,900,000. Commissioners approved the property tax register adjustments during the meeting.
Quotations from the meeting: Chair Loreen Kamalu said, "Please realize that the 29.97% is a maximum that does not mean that's what it's going to be." Controller Scott Park said the $12,000,000 contribution "is from money that is restricted for that purpose."
Next steps: The Truth in Taxation hearing is set for Dec. 2 at 6 p.m.; the county plans open houses and posted materials on its website to explain the proposed changes and gather public comment prior to final tax decisions.
