Brookshire moves forward on nine‑road ARPA project and Mid‑Mod drainage work; low bid within budget

City staff said the ARPA roads project — identified in materials as the "Arca Roads" job — received three bids and that the low bid fell within the city budget. Shannon, a project representative, told the council the low bidder is expected to begin construction within 30–60 days after award and a preconstruction meeting would be held at city hall. The list of streets included in the ARPA contract is: Robin, Second Street, Third Street, Depot Street, Fifth Street, Baines Street, Tenth Street, Eleventh Street and Thirteenth Street. The council later made a motion and approved awarding the base bid to SHAC Engineering LLC for the ARPA Roads project.
Separately, staff updated the council on the Mid‑Mod project, which will address drainage on three roads (First Street, Fourth Street and Stellar Road) and include culvert repairs and ditch excavation. Staff said Bilal Engineering conducted a site visit and is finalizing engineering plans before environmental review and bidding. Staff said that once the Mid‑Mod project goes out for bid the contractor will host a preconstruction meeting and residents will be notified in advance of work.
Public works reported additional steps to support roadway and drainage maintenance: staff are operating a boom mower to clean ditches, are preparing to use a jetting machine to clear culverts and are pursuing a bulk‑water fill arrangement with the local water district to reduce costs when refilling tanks. Public works also reported progress on BuyBoard quotes for fence work, building resheathing, disaster recovery kitchen remodel, and two generators for disaster recovery facilities.
Why this matters: The ARPA roads award and Mid‑Mod drainage work target multiple residential streets and will affect access and local construction schedules. The city plans preconstruction notices to residents and a preconstruction meeting at city hall.
The council approved the SHAC Engineering LLC base bid for the ARPA roads project by voice vote. Staff asked the winning contractor to attend a preconstruction meeting and to coordinate resident notification.
