The Glendora Planning Commission on Thursday recommended that City Council approve a tentative tract map and development plan review for a three‑story, 24‑unit condominium project at 363 West Route 66.
Staff described the proposal as a four‑building development (six units per building) with two‑car garages for each unit and three guest parking spaces, yielding 51 on‑site spaces. The project would provide three units reserved for purchase by moderate‑income qualified buyers and includes common and private open space, drought‑tolerant landscaping and EV charging in guest stalls. Staff said the site is listed in the city’s Housing Element sites inventory and is within a half‑mile of a major transit stop (the Gold Line station); staff recommended the commission forward a recommendation of approval to the City Council for tentative tract map No. 84726 and Development Plan Review (file PLN24‑0051).
The applicant, Brian Cunningham, director of development for the Olsen Company, told commissioners the project has been in entitlement review for about 18 months, was vested under Senate Bill 330 in December 2024 and was deemed complete in September 2025. Cunningham described Spanish‑colonial architectural details, a gated amenity area, bicycle parking and a program the company calls a “champion program” to attend HOA meetings during early years of community formation.
Public comment on the item included a neighbor who expressed concerns about access from Route 66, existing street condition and U‑turn movements with the roadway island, and referenced parking on the north side of Route 66. Commissioners raised questions about ongoing HOA involvement promised by the developer, the number of parking spaces, fire department access and the length of the private driveway, EV charger type and payment/ownership arrangements, and the project’s requested waivers and concessions under state housing laws. Staff and the applicant said they had coordinated with LA County Fire and that the driveway aisle would function as a private driveway and a fire lane per conditions of approval. The applicant confirmed garage outlets would be provided in garages and said he would confirm whether those outlets were wired for Level 1 or Level 2 charging.
Commissioners also asked the applicant to attempt to salvage a small Veterans of Foreign Wars (VFW) plaque and flagpole noted on the site and to work with the local VFW chapter to preserve or relocate the plaque if feasible. Commissioner Faber moved, and Commissioner Davis seconded, a motion to recommend City Council approval of staff’s recommendation with conditions that included the applicant’s effort to remove and preserve the plaque and coordinate with the VFW. The applicant said it would “pledge within reason” to remove and preserve the plaque and work with the VFW but asked not to cap a relocation cost; commissioners and the applicant agreed to pursue preservation and coordination in the period before the council hearing.
Action taken: the Planning Commission voted to recommend City Council approval of the categorical exemption under CEQA and to adopt a resolution approving tentative tract map No. 84726 and the development plan review for the 24‑unit condominium project at 363 West Route 66 (file PLN24‑0051). A motion to forward the recommendation carried; the commission’s recorded mover was Commissioner Faber and the second was Commissioner Davis.
Next steps: The Planning Commission’s recommendation will be transmitted to the City Council for final action. The staff report and resolution identify conditions of approval including fire access, parking and design requirements and the set of state law concessions/waivers requested by the applicant.
