Board reviews and approves FY2026 consolidated federal programs plan including Title I school set-asides

The Granville County Board of Education on Sept. 2 reviewed and approved the districtconsolidated federal programs plan for fiscal year 2026, which bundles the district's Title I, Title II, Title III and Title IV-A allotments for submission to the North Carolina Department of Public Instruction.
Senior Director of Federal Programs Shelby Hunt briefed the board on purposes, planning allotments and budget allocations for each grant. "The consolidated federal application consists of the four entitlement federal grants that are awarded to districts across the nation annually," Hunt said, summarizing the required review. Hunt noted that Title I school-based allocations make up the largest share of Title I funding and that those allocations are calculated by poverty rate and enrollment; the presentation listed school-level set-aside amounts and the district-reserved portions for required services such as parent and family engagement, services for homeless or foster students, and Title I pre-K.
Hunt told the board that the figures are subject to adjustment by DPI and that the local board must review the proposed spending before staff submits the LEA consolidated application. "The figures noted are subject to change based on feedback received from the state," she said.

The board's approval clears the way for staff to finalize and submit the LEA application to NCDPI.
