The Sylvania Finance Committee met Oct. 16, 2025, to review the administration’s preliminary 2026 budget and a five‑year cash‑flow plan that flagged capital‑project shortfalls.
Finance Director Toby Shroyer presented the cash‑flow analysis and identified projected deficits in the capital improvement plan driven primarily by downtown projects and a bridge project carried over from 2023. The committee also noted increased general‑fund pressures from wage and healthcare cost variances and municipal court expenses tied to two recently hired officers to support court functions.
Committee members directed additional review of the city’s utilities budgets. Council Member Marcus Hansen asked to schedule a utilities committee meeting to examine water and sewer rates and capital needs; staff set that meeting for Nov. 3 at 7 p.m. in council chambers.
Committee members discussed community program funding and adjusted one allocation: an additional $3,000 was added to the DSA/Redbird distribution after questions from Council Member Patrick Richardson. The committee also agreed to invite Municipal Court Judge Bonfiglio to a finance committee meeting in early November to discuss the court’s budget needs.
The finance committee set the budget timeline: first reading of the 2026 budget at the Nov. 3 council meeting and second reading on Dec. 2, 2025. The committee adjourned after completing the review.
