Under the bill, LARA would be required to issue or deny a license within 90 days for general licenses and within 30 days for real-estate broker relicensure. If the agency failed to meet the statutory deadline, the applicant would receive a refund and a 15% discount on the next renewal. Representative Steele said the bill "increases accountability by requiring LARA to issue or deny a license not more than 90 days" and described exemptions for deployed military service members: waivers of fees and continuing-education requirements while deployed to protect professional standing.
Steele told the committee that LARA staff had reached out to the sponsor's office and offered implementation amendments the department viewed as worthy; the sponsor said those amendments appeared appropriate. Committee members did not record a formal vote; sponsors said the bill aims to streamline licensing timelines and reduce burdens on professionals whose licenses lapse because of administrative delays.
The committee did not take final action during the hearing and asked staff and the department to coordinate on implementation language.
