Johnston County approves application to state veterans services grant

The Johnston County Board of Commissioners voted Oct. 20 to allow county staff to apply for a state veterans services grant of $20,000 to support county veterans programs and services.
County Veterans Service Officer Robert Boya told the board the General Assembly allocated $1.5 million statewide to support county veterans services where counties have fewer than eight veteran service officers. The local grant is nonrecurring and must be expended no later than June 30, 2026. The application deadline is Oct. 24.
Scope and proposed uses: Boya said the required scope of work and budget for the grant will follow federal grant-spending rules (Title 2, CFR Part 200). Proposed uses in the draft scope include reducing barriers to benefits, emergency housing assistance (delinquent utilities), transportation to VA medical appointments, accessibility aids (ramps), technology to support virtual VA appointments, staff training, marketing materials, legal support for estate planning, and outreach events. Boya said the spending plan may be modified as ideas are refined and as the state approves allowable items.
Commission action: After a brief presentation and discussion, a commissioner moved to approve staff applying for the grant and the board voted in favor; the motion carried.
Next steps: County staff will finalize the scope and budget, submit the application by Oct. 24 and, if awarded, will be responsible for ensuring expenditures follow applicable federal grant regulations and the state’s approval of the scope of work.
