"When you do approve 4 c or if you approve 4 c, you could make it contingent upon that particular item being approved or disapproved, and and we would just make the adjustment," Simeone said.
Staff also said the appropriation includes funds tied to a marine advisory committee grant for law-enforcement detail in the marina. One council member asked whether the law-enforcement funds were for 2026 operations or payment for services not yet incurred; staff replied the funds are for actual law-enforcement details under the marine advisory committee grant.
Council members questioned the final costs of the rescue vehicles. In the discussion recorded, members referenced several figures: a high-water rescue vehicle price question of $652,000; two "fat trucks" with a final cost of just over $261,000 (speaker characterized the rise since a prior quote); and a BearCat armored vehicle priced at $370,607. Chief Pam Smith of the Police Department provided the BearCat number: "The final cost for the Bearcat is $370,607. It has gone up about 13,000, I believe, from the previous quote."
