Staff to return with Measure S applicant criteria and stronger reporting requirements

A staff member told the committee that they plan to return to the body with proposed applicant criteria and a strengthened reporting structure for Measure S funding, saying the goal is to ensure fairness, equity and clearer financial reporting.

"I intend on bringing back kind of the the criteria for the applicants and the reporting structure out of Measure S to kinda shore some things up," the staff member said. The staff member said the proposals would be brought to the committee before being sent to council and that, if needed, they might request a special meeting to allow sufficient time for public attendance and discussion.

In describing what the proposed reporting changes would include, staff said applicants and grantees should provide financial figures in their updates — for example, how much money went to specific activities — and that the committee is not receiving that level of detail under current reporting. The staff member also said administrative fees appear to exceed intended levels and indicated an expectation that administration should be limited; the staff speaker referenced "more than, like, 15%" going to administration as a concern.
