House Bill 194 advanced by committee to address small groundwater district governance and deadlines

Representative Stephanie Mickelson, who represents Legislative District 32 in Bonneville County, presented House Bill 194 to the Resources and Conservation Committee, saying the bill responds to problems that emerged after a prior session's enactment affecting small groundwater districts.
Mickelson said the earlier law allowed small water or groundwater districts that had not previously been under state regulation to either operate their own district or join an existing district. That joining process, she said, revealed the need to adjust how seats are apportioned and how district boundaries are changed within multi-county groundwater districts. "When they did join an existing district what we found out was we may need more seats and we may need ways to change the boundaries within those seats," Mickelson told the committee.
She also said the bill adjusts certain deadline dates tied to lien assessments because existing January 1 deadlines did not allow adequate time to collect assessments, delinquencies and file records with county treasurers.
Representative Raybould moved that House Bill 194 be sent to the floor with a do pass recommendation. The committee recorded no extended debate and approved the motion on a voice vote. No amendments were recorded in the committee transcript.
The bill will proceed to the full House for additional consideration.
