Frances Lippitt, a budget and policy analyst with Legislative Services, told the committee that the military division is "statutorily required to maintain parity with the federal general schedule pay scale" for National Guard administration compensation. Lippitt explained that federal and state pay methodologies differ — the federal military uses percentage adjustments while the state considered dollar‑amount changes — and the language exempts the division from a restriction that would otherwise prevent implementing changes needed to keep parity.
Members discussed the structure of military pay grades; Lippitt noted enlisted pay grades (E‑1 through E‑9) and officer pay grades (O‑1 through O‑10) and said the language preserves consistency between state National Guard personnel and federal counterparts who perform similar duties.
A committee member requested unanimous consent to accept the language, and the request was approved without objection. The committee recorded the language as adopted and directed staff to include it with the bill and the committee’s due‑pass recommendation.
