Service Integration to be retitled Family and Community Partnerships; department seeks transfer flexibility

BOISE, Idaho — At its Feb. 20 meeting the Joint Finance and Appropriations Committee received a brief presentation about the Department of Health and Welfare's reorganization that moves the Service Integration division into a new Child, Youth and Family Services umbrella and will retitle it Family and Community Partnerships.
Alex Williamson, the Legislative Services analyst presenting the budget, said Service Integration (authorized about 35 full-time positions) focuses on coordinating client services, delivering emergency assistance and reducing program duplication. The division reported one vacancy as of Feb. 10.
Director Alex Adams said the renamed division will continue to coordinate partnerships that benefit foster families, citing prior partnerships that produced free state-park passes and reduced fees for foster families. The department asked the committee to allow an exemption from maintenance-bill transfer restrictions so the division can transfer appropriations between expense classes in accordance with Idaho Code § 67-35-11. Williamson said the governor's recommendation included the same exemption language for the division.
